Small Business, Big Barriers: What HUBZone Leaders Are Fighting For at HUBZone’s 2025 Legislative Fly-In

HUBZone turns 28 this year–and the work is just getting started!

On July, Teresa Moon, Director of Market Strategy at Parabilis, participated in the HUBZone Council’s Legislative Fly-In as a member of the Board of Directors. Alongside fellow Council leaders, she met with lawmakers from both sides of the aisle.

The advocacy efforts focused on strengthening and expanding the impact of the HUBZone program by advancing key policy priorities.

Here are the top 5 priorities for 2025:

1. Keep the HUBZone Program Intact

Despite years of effort, the federal government has never met its 3% contracting goal for HUBZone-certified businesses. The Council is pushing for policies that promote expedited buying and ensure maximum utilization of HUBZone businesses.

2. Protect the Rule of Two

This vital policy guarantees that small businesses can fairly compete for contracts. Codifying it (via H.R. 2804) protects the competitive landscape and keeps the door open for new and growing HUBZone companies.

3. Fix Double Counting in Contract Awards

Inaccurate reporting inflates agency performance and obscures the true participation of HUBZone firms. The Council advocates for reforms to improve transparency and reporting accuracy.

4. Expand Sole Source Opportunities

More government contracts are being bundled into big programs, which makes it harder for small businesses to win their own contracts. The Council supports changing the rules so small businesses can get contracts worth up to $4.5M or $7M each year, instead of spreading that amount out over several years.

5. Give SBA a Seat at the FAR Council

Small businesses deserve a seat at the policy-making table. Including the SBA on the Federal Acquisition Regulation (FAR) Council would ensure small businesses have a voice in shaping the rules that affect how they get government contracts.
